Ginny Snead is an environmental engineer specializing in water resources with a combination of environmental consulting and state government regulatory experience. A. Morton Thomas and Associates (AMT) is a mid-Atlantic based firm providing full service civil engineering services to our clients. Ginny is the Associate in Charge of AMT’s Williamsburg, Virginia office and serves as the Stormwater Program Manager for the company.
Before returning to consulting, Ms. Snead directed, Ms. Snead directed the Office of Stormwater at the Department of Environmental Quality (DEQ) and managed the Office of Regulatory Programs for the Department of Conservation of Recreation (DCR) which included both the National Pollutant Discharge and Elimination System (NPDES) and the Total Maximum Daily Load Implementation Plan (TMDL IP) programs. Programs managed included TMDL IP development for small and large watersheds, urban and agricultural regulations and guidance, agricultural and urban cost share programs, water quality/nutrient trading and stormwater programs including NPDES MS4 and Erosion and Sediment Control. Ginny has worked closely with stakeholders (including state agencies, localities, non-profits, and consultants) on various water resources issues including Virginia’s Phase II Chesapeake Bay Watershed TMDL Watershed Implementation Plan.
Ginny and her husband John have always called the Chesapeake Bay watershed home and currently reside in Williamsburg, Virginia near the James River with their three sons, Jack, Will and James.
